International Support for Victims
“Terrorism has a ripple effect that destroys individuals, families and communities. Solidarity with victims is key to building stronger, more vibrant and inclusive societies, resilient to terrorism and violent extremism.”
-- Speech Vladimir Voronkov, Under-Secretary-General for Counter-Terrorism
Member States have recognized that the dehumanization of victims of terrorism has contributed to creating conditions to the spread of terrorism and expressed resolve “to promote international solidarity in support of victims.” Member States have also stressed the need to promote and protect the rights of victims.
The UN stands in solidarity with victims by recognizing their rights and needs, honours and commemorates them, provides a platform for their voices, and strengthens the counter-narratives against terrorists. It is important for the UN to take a unified approach in supporting victims of terrorism and provides consistent support as well as highlighting the gender dimension.
is fully committed to supporting victims of terrorism, including by enhancing the UN Victims of Terrorism Support Portal, building the knowledge and skills of victims of terrorism to counter the narrative of violent extremists, campaigning for global awareness on the role of victims of terrorism, developing and supporting projects to enhance Member States capacities to assist and show solidarity with victims of terrorism.
The Victims Support Portal is a mechanism that provides practical information and resources for victims. Since its launch, the Portal has been visited by approximately 300,000 users. One of the main objectives of UNOCT/UNCCT’s Victims of Terrorism Documentary series is to raise awareness on and solidarity with victims and to provide a platform for victim’s voices. In this respect, with the support of DPI, the Centre filmed featuring two victims of the 2011 terrorist attack, and is releasing the second video in the series called Seeking Justice in the Face of Terrorism in Mali.
The General Assembly adopted resolution proclaimed 21 August the International Day of Remembrance and Tribute to the Victims of Terrorism, in order to honour and support the victims and survivors of terrorism and to promote and protect the full enjoyment of their human rights and fundamental freedoms.
